JLPT (Japanese Proficiency) ↔ CEFR Level Mapper
The *JLPT* (Japanese-Language Proficiency Test) is the Japan Foundation's standard *Japanese-proficiency certification*, offered since 1984 in 80+ countries every July and December. It has five levels: N5 (easiest) → N1 (highest). *CEFR* (Common European Framework of Reference) is the Council of Europe's 2001 *cross-language* framework with six levels (A1, A2, B1, B2, C1, C2) and the international common scale for IELTS, TOEFL, HSK and JLPT comparisons. This tool converts in both directions and lists the *kanji count, vocabulary size and expected study hours* for each pairing — useful when describing your Japanese ability on a scale that universities, international employers and NGOs already understand.

JLPT N1 ≈ CEFR C1 *reading and listening*, but JLPT does not test speaking or writing, so it is not strictly equivalent to CEFR C1 in productive output. Japanese is FSI Category IV (hardest), so an English speaker reaching N1 typically needs about 2× the hours of reaching CEFR C1 in a Category I language. CEFR C2 has *no* JLPT equivalent — beyond N1 requires extra speaking / writing assessments such as EJU or BJT.

Employers who need to assess oral or business-writing ability typically also require the BJT (Business Japanese Test) or J.TEST. The U.S. Foreign Service Institute (FSI) places Japanese in *Category IV* — the hardest tier for English speakers — so reaching N1 from zero typically takes ~2 200+ hours, about *twice* the hours needed to reach CEFR C1 in a Category I language like French.

Is the "JLPT N3 = CEFR B1" mapping officially endorsed?
It is a *widely accepted consensus* but not codified in a single official document. The Japan Foundation (JLPT organiser) and the Council of Europe (CEFR author) have never jointly published a binding mapping — CEFR is *task-based can-do descriptors*, JLPT is *receptive multiple-choice*, and the methodologies are different, making strict equivalence hard. In practice, however, the mapping is the de facto industry standard, with several anchoring sources: (1) the Japan Foundation's 2010 *Mapping JLPT to the CEFR* report places N1 ≈ C1 in reading and listening; (2) ALTE's (Association of Language Testers in Europe) 2018 white paper includes JLPT among its mapped tests; (3) Japanese universities (Tokyo, Kyoto, Waseda etc.) explicitly state N2 / N1 ↔ CEFR B2 / C1 reciprocal recognition in their international-student handbooks; (4) European and North-American Japanese Studies departments use the same mapping. So citing the mapping on a CV, university application or visa form is *acceptable* practice — but write it as "JLPT N3 ≈ CEFR B1 (Japan Foundation / ALTE mapping)" rather than just "JLPT N3 = CEFR B1", to anchor it to a recognised source.
If I have no kanji background, do I really need 1500 hours to reach N2?
That is the *median* from the Japan Foundation 2010 survey, but the distribution is *wide*. The survey polled 6 000+ N1–N5 passers in July 2010 and split them into "kanji background" (Chinese, Korean, Vietnamese cultural sphere) and "no kanji background" (everyone else). The N2 median is 1000 hours (with kanji) / 1500 hours (without) — but the 25th–75th percentile bands are *750–1300* and *1200–1850*. The biggest swing factors are: (1) *exposure* — learners living in Japan typically need 30–40 % fewer hours; (2) *intensity* — full-time language school (4–6 h class + 2 h homework daily) hugely outperforms casual self-study (5 h / week); (3) *method* — learners using SRS tools (Anki, WaniKani) plus heavy input (novels, anime, podcasts) typically need 20–30 % fewer hours; (4) individual aptitude variation. Empirically, the CEFR Companion Volume 2020 notes that *language difficulty* can swing total hours by ±50 %. So for a no-kanji-background learner doing focused 2 h / day with structured N5 → N4 → N3 → N2 materials, 3–4 years to N2 is a reasonable plan; getting there in 2 years requires bumping daily intensity above 3 h.
How is CEFR C2 reflected in the JLPT? I have seen CVs that write N1 as "C2"
Strictly speaking, CEFR C2 has *no direct JLPT level*. JLPT tops out at N1 and tests only reading and listening — not speaking or writing. CEFR C2 is defined as "can express oneself fluently in academic / professional contexts, understand virtually anything heard or read, summarise and recast complex information" — *productive* and *spontaneous* skills the JLPT does not assess. Writing N1 as C2 on a CV is therefore *overclaiming*: (1) the ALTE and Japan Foundation mappings both put N1 ≈ C1; (2) European and North-American university admissions officers seeing N1 ≈ C2 on a CV will check, and may downgrade the claim to C1. To substantiate *genuine C2* Japanese the standard practice is: (a) N1 *plus* EJU Japanese 380+/450 (academic Japanese); (b) BJT J1 (business Japanese); (c) optionally a 上級 (Advanced) Waseda *jReadability* or similar high-level reading assessment. Unlike Goethe-Institut C2 (German) or DELE C2 (Spanish), Japanese has no single equivalent C2 test, so a *combination* of certifications is required. A more defensible CV line: "Japanese — JLPT N1 (CEFR C1, reading / listening); EJU Japanese 410/450 (academic); BJT J1 (business)".
